Note: Professor Jockel is a person of interest, being one of four (4) Congressional witnesses along with Charles F. Doran of the CFR, Congressman Tom Campbell (Republican), and Christopher Sands (later, a Senior Fellow of the Hudson Institute) who testified re "Quebec Secession" before the House International Relations subcommittee on the Western Hemisphere in 1996. Essentially, the four concluded as to the eventuality of Quebec's "seceding", and Doran, in particular, proposed that the USA plan for this contingency by preparing a new form of "supranational affiliation" (regional affiliation) of the 'USA with the balkanized remains of Canada.
