God created every nation of men from one man and determined the days set for them and the precise places where they should reside (Acts 17:26). The next verse says he did this so that we might touch base and find him. Jeremiah, the actual prophet, was known by the Lord before he was born (1:5). Apparently, that is true of everyone and he determines when and where they will live. This appears to be saying that he selects the parents.
